New to Tendering

A tender is a formal invitation from a buyer (usually government or large organisation) for suppliers to submit a proposal to deliver goods, services, or works. It's a competitive process, the buyer evaluates all submissions and selects the best fit.

A tender is a competitive bid for a contract. A grant is funding you apply for (usually non-repayable) to support a project or initiative. A proposal is a document you submit in response to a request (in this case a tender or grant), and it outlines what you'll deliver, how, and why you're the right choice.

Any organisation that can deliver the required scope of work and meet the tender’s commercial, technical, and compliance requirements should consider tendering. This includes SMEs, new market entrants, and specialist providers, not just large or established firms, provided they can clearly demonstrate delivery capability.

In many cases, yes. For public sector and large private organisations, tendering is often the required procurement pathway for awarding contracts. If a tender is issued, it is typically the only formal way to be considered for the work, even where prior relationships or discussions exist.

Not necessarily. While experience with tender processes helps, most procuring authorities assess compliance, clarity and capability, not how many tenders you’ve submitted before. Well-structured responses, a clear methodology, and strong supporting systems can be just as important as prior tender history. If you're new to tendering, we can help you build the right collateral and present your experience in the strongest way.

Not always. Relevant and comparable experience is only one of several ways to demonstrate your ability to deliver the scope of work. Where direct experience is limited, tenders are often still winnable by demonstrating capability through your team’s expertise, delivery partners, systems, and overall approach, supported by a clear understanding of the scope, risks, and requirements. We help clients identify and present the strongest mix of experience, team capability, and partner support so their delivery capability is clear to evaluators, even where direct experience is limited.

It depends on the complexity. Simple tenders might take a few days, while large multi-part bids can take weeks. We help you plan and manage the process so you're not scrambling at the last-minute.

No. If a formal tender process is in place, it must be followed. That said, product demos and pre-market engagement can sometimes form part of a compliant strategy – particularly  in sectors like software. We’ll help you navigate this correctly.

Working with Us

Costs are worked out based on three elements:

  1. What is our scope of work, and
  2. How long do we have to deliver that scope, therefore
  3. How many Tender Relief humans are needed

We realise that ‘it depends’ is the most annoying way to answer a cost question, and consultants are great at that.

Complete end-to-end support for a tender can range from $8k (it doesn’t normally drop below that, but it can from time to time) to $40k. We’ve delivered many projects that reach into the six figure mark, but most ‘normal’ tenders are somewhere between $8k-$40k.

There is no cost or obligation for us to quote work, we’re very happy to do that, and we’ll always provide a fixed project fee up front for you to consider, so there is always transparency.

We work to the project deadline. Tight deadlines don’t scare us, so if you need help fast, call us. As long as there is a reasonable amount of time until submission and we have enough room to cover the proposal completely and compliantly, we can turn around your project in time.

The challenge

Impact Digi was applying to join the WA Local Government Association (WALGA) Professional Services panel across multiple scopes – a listing that would let councils across WA engage them as a vetted provider without a separate tender each time. The opportunity landed while the person who normally managed these submissions was on leave, leaving the team needing to coordinate a multi-scope response at short notice.

The challenge

The Shire of Ashburton went to market for the design, operation and management of three of its key regional festivals across Tom Price and Onslow, spanning 2025 to 2027. Wrapped Creations had run these events before and was determined to continue, but as a busy small business with a hands-on leadership team delivering large events across the country, it had little capacity to write a comprehensive, compliant tender. They turned to Tender Relief to write, design and produce a proposal worthy of the opportunity.

What we did

Tender Relief took control of the process and lifted the writing burden off the Wrapped Creations team. The challenge

Bennco Engineering set out to win one of the state’s most prestigious business awards, an opportunity to put years of regional capability, reputation and advocacy in front of the wider Western Australian market. They wanted a compelling, well-considered application that did justice to that story while meeting the requirements of a competitive judging process.

What we did

North West Mining and Civil (NWMC)

The challenge

NWMC was invited into a large, multi-year Master Services Agreement tender with Rio Tinto for civil, earthworks and maintenance services, a strategically critical opportunity to deepen a long-standing relationship and prove capability at scale. The bid was complex and highly competitive, required input from several subject-matter experts, and had to be delivered within the governance structure of NWMC’s listed parent company. NWMC engaged Tender Relief as a specialist partner to bring structure, compliance and quality to the submission.

What we did

Tender Relief provided structured, end-to-end bid management. We coordinated NWMC’s subject-matter experts, worked within the listed-parent company’s governance and approval processes, and managed the development of a compelling, compliant response. The submission called for highly tailored attachments and detailed graphics to position NWMC’s capability and experience, alongside detailed methodologies, a strategic executive summary, and a clear grasp of the realities of operating in the remote Pilbara resources environment.

Outcome

After a lengthy evaluation, NWMC was awarded a Master Services Agreement with Rio Tinto covering the entire scope of its bid.

CDC Charter was facing a very large and complex bid, that needed to be completed within short timeframes.
